Concentrates on a broad range of issues, such as demographic change, environmental restoration, prevention of food crises, economic globalization and the emergence of democratic societies. Members include donor nations, international organisations and the Sahelian states

Forum for informal exchange and brainstorming between partners from the North and the South, both public and private. Its main purpose is to increase the impact of development aid. It does this by encouraging a more rapid transfer of the management of development co-operation to Southern partners and by supporting these partners in the design of their own development strategies.

Secretariat is located in the Organisation for Economic Development and Co-operation (OECD).

Partnership institutions and groups of actors in the South include: the CILSS, based in Ouagadougou, the Municipal Development Programme in Cotonou (associating the region’s mayors), the West African Enterprise Network, based in Accra (comprising business people from eleven countries in the region), farmers’ organisations, and so on. Also incudes an informal group of West African ministers, the High-Level West African Lobby Group.
