Parties to the UNFCCC must submit national reports on implementation of the Convention to the Conference of the Parties (COP). The required contents of national communications and the timetable for their submission are different for Annex I and non-Annex I Parties. National communications usually contain information on national circumstances, vulnerability assessment, financial resources and transfer of technology, and education, training and public awareness.

Each non-Annex I Party shall submit its initial communication within three years of the entry into force of the Convention for that Party, or of the availability of financial resources (except for the least developed countries, who may do so at their discretion). Of the 150 non-Annex I Parties, 136 have submitted their initial national communications, 20 their second national communications, one party each their third and fourth national communications.In addition, 120 non-Annex I Parties are presently engaged in the preparation of their second national communications.
