The Department of Health Sciences was launched in 2001 with the aim of effecting the formation of health managers with the integrity, knowledge, managerial skills and competencies needed to provide good quality health services to the Ugandan population.

Since 2003 the Department has published a journal, Health Policy and Development, aiming to widen access to relevant, scientifically rigorous and practically oriented information on public health policy, politics, planning and management. Contributions to the journal include:

  • primary research challenging or supporting policy measures
  • critical analysis of current or proposed policy measures based on national and international experiences
  • case studies, real life situations and epxeriences relevant for health policy and management in Uganda and elsewhere in Africa.

Issues covered by the journal include:

  • health sector policy, its relevance and implementation
  • health sector strategic plan implementation and progress
  • public sector reform and health sector reform
  • decentralisation and health
  • the role and effectiveness of the Ministry of Health
  • the role and effectiveness of Professional Councils
  • the role and effectiveness of civil society in policy making and analysis
  • accountability to the people of the National Health System at all levels
  • upholding professional ethics
  • public private partnership for health
  • health services financing options: theory, practice, access and equity implications
  • gender and health
  • globalisation and health
  • international and national priority setting for health and social development
  • development and health
  • politics and health.
