Capacity 21 (in cooperation with UNDP and its Sustainable Development Networking Programme) aims to assist developing countries to build their capacity to integrate the principles of Agenda 21 (UNCED) into national development. It stresses multi-sector approaches, participation by all members of society, and the creation of a body of experience/expertise in capacity building and sustainable development. Has sponsored a number of programmes to develop national planning infrastructures.
