<p>Since the end of its civil war, the Democratic Republic of Congo has established its national vision and strategy from a long-term perspective by recognizing the need to lay down the foundation for sustainable national development through social stability and economic growth. To prepare the foundation for the implementation of the vision and strategy, it submitted the Request for the Knowledge Sharing Program (KSP) for economic&nbsp; development experiences in 2010. The submission of the letter followed the remarks made by President Kabila during his visit to Korea in March 2010, when he said, &ldquo;Korea has achieved a remarkable economic growth in a short time, and set the most ideal development model for African countries.&rdquo; He requested Korea's<br />
assistance in establishing the national economic development plan for DR Congo.</p>

<p>The scope of the request from government of Congo included the establishment of government organizations related to the development of an innovative national development system; the designation of a new vision for<br />
national development; the expansion of funds to be used for development; strategic budgeting; and the execution of budgets. The government of Congo also submitted the plan to establish the National Center for Strategic Planning (CNPS), with the aim of developing and operating the development programs of each of the government bodies under a strategic framework. As the scope was broad and comprehensive, it seemed to be impssible to cover all the items with in the 2010 program, and the development of the strategic framework, especially<br />
for the CNPS, was selected as the area of focus for 2010.</p>
