The United Nations Country Team (UNCT) Performance Indicators for Gender Equality Scorecard establishes an accountability framework for assessing the effectiveness of gender mainstreaming by the UNCTs. The development of the scorecard was coordinated by the United Nations Development Group’s Task Team on Gender Equality.

The scorecard is one of three system-wide accountability mechanisms introduced within the UN. The other two mechanisms are standards for the system-wide policy and strategy on gender equality and the empowerment of women, and a results-based framework for planning and reporting on Security Council resolution 1325 (2000) on Women, Peace and Security.

Following an introduction, section two of this users’ guide provides a background to the development of the scorecard, before section three explains how the scorecard should be implemented, including data analysis and follow-up. There are seven steps involved in the implementation of the scorecard, from initiation, through to interviews, the completion of the scorecard with accompanying narrative report, and finally a debriefing at the end.

The primary purposes of the scorecard are to: assist UNCTs in identifying areas in which they are meeting, or not meeting, minimum standards; stimulate a constructive dialogue within the UNCTs about the current status of gender mainstreaming and how it can be improved; identify where technical assistance can support the achievement of minimum standards; and to share good practice in supporting national priorities for gender mainstreaming. The annexes provide additional background information, a generic terms of reference for a national consultant, and templates for reporting.
