Independent and international commission established in May 1998, aiming to undertake a global review of the development effectiveness of large dams and to develop internationally acceptable criteria and guidelines for future decision–making on dams.
Plan of work includes a survey of 150 dam projects and in depth case studies of projects in:

- Brazil Tucurui Dam and Amazon/Tocantins River
- Norway Glomma And Lågen River Basin
- Pakistan Tarbela Dam and Indus River Basin
- Thailand Pak Mun Dam and Mekong/Mun River Basins
- Turkey Aslantas Dam and Ceyhan River Basin
- USA Grand Coulee Dam and Columbia Basin
- Zambia / Zimbabwe Kariba Dam and Zambezi River Basin
