Non profit-making private company founded in 1986 for the promotion of sustainable development. CEA bills itself as a research/action institution, recognising the economic, social, cultural, and environmental dimensions of development in order to benefit small farmers, peasants, fishing communities, teachers, and urban organisations.

The Centre’s environment management activities include scientific and technological research and development; environmental diagnostics; and environmental impact assessments. It also has programmes in rural development, wetlands, environmental education, and biodiversity. As well as conducting research it organises conferences, workshops and seminars and produces publications including the Revista Gestión Ambiental (Review of Environment Management), technical papers, and books.
