The SPARC (State Partnership for Accountability, Responsiveness and Capability) programme is a joint initiative between the governments of Nigeria and the UK which works at both the regional and federal government level to effect and support governance reforms in the country.

It has three key objectives:

  • works with State Governments to support changes in the way strategies and policies are prepared in Nigeria so that public policies and organisations respond to the needs of citizens and uphold their rights
  • to support changes in the way financial resources are managed
  • to strengthen the Federal Government’s support, and incentives, for better performance in state governments i.e. to help state government staff boost their knowledge and skills.
