Consultative and particpatory project looking at the question of whether technical cooperation (TC) as currently practised, is part of the solution to underdevelopment or too often part of the problem. Particpants of study teams are being asked to examine, question and scrutinize the fundamentals of technical cooperation and capacity development.

Programme will work round seven focus study themes:

  • Ready for Change? The Donor Side
  • Ready for Change? The Recipient Side
  • Ready for Change? The Development Industry
  • Opportunity costs and effective markets for TC
  • Making capacity stick
  • What? Where? When? – TC modalities under scrutiny
  • Easy to evoke, hard to account for/UL>Web site includes the project proposal and terms of reference, a bibiography, and will be updated with details of papers, policy recommendations, operational tools as the project progesses.
