<p>In the last ten years, the Department of Health (DOH) has actively assumed a new form of leadership in the health sector in response to changes in the policy environment. It has reexamined the focus of the public delivery system, improved targeting of public spending reconsidered better protection of consumers, sought out alternative sources of health care financing, decentralized the system and relied more on private market solutions. Thus, the rapidly changing policy environment has led the Department to rethink and recast its roles as provider, financier, regulator and coordinator of an increasingly decentralized and private health care system.</p>
