- strengthen local capacity in advanced economic research by building a critical mass of economic expertise
- linking Baltic economists to international, best- practice researchers and research institutions
- create a Baltic-based centre capable of attracting Baltic talent from Western economic programmes back to work in their home countries – reversing the brain drain
- promote an indigenous and independent voice in local public policy debates, decreasing dependence on foreign expert advice
- foster the contribution of advanced economic research to the formulation of informed policy making in the Baltic states especially the process of EU accession and beyond.
