Global, five-year (1997-2002) operations research project designed to identify components of effective HIV/AIDS programs and policies and best practice, test potential solutions to problems in prevention, care, support, and service delivery, and disseminate and utilize findings. Programmes include studies on people living with HIV/AIDS (PLHA) involvement in community-based organizations (CBOs). Horizons is directed by the Population Council under a cooperative agreement with the United States Agency for International Development (USAID).
