Process of talks between the U.N. Refugee Agency, governments, non-governmental organisations (NGOs) and experts implementing the 1951 Refugee Convention and examining protection problems that are not adequately or clearly covered by the treaty, in order to offer better protection to refugees.
Consultation process consists of
- First track – meeting of states parties – seeking to strengthen the commitment of States to respect the centrality of the 1951 Convention and its 1967 Protocol in the international refugee protection system
- Second track – expert meetings on specific aspects of the interpretation of the Convention and Protocol to take stock of developments in refugee law and to examine a number of emerging issues
- Third track – executive committee meetings structured around a number of protection policy matters, including issues not adequately covered by the 1951Convention
