PSI was founded in January 2000 as an independent, nonpartisan research and educational organization dedicated to the study and advancement of public policy. Through its research, conferences, publications, and seminars PSI advocates public policy based on the principles of virtuous citizenship, honor, dignity, and representative liberal democracy.
PSI research takes place in five centers:
- David Agmashenebeli Center for Social Welfare Policy Studies
- Orbeliani Center for Advanced Strategic and National Security Policy Studies
- Petritsi Center for Liberal Education Policy Studies
- Nikoladze Center for Free Market, Competition, and Private Enterprise Policy Studies
- Chavchavadze Center for Constitutionalism and Legal Policy Studies
PSI is also actively involved with the Georgian Collegiate Consortium (GCC), an initiative dedicating to advancing reforms in Georgian higher education and developing a liberal arts curriculum at a Georgian university.
The website in both Georgian and Russian currently offers the following resources:
- a web page dedicated to disseminating information about PSI, along with main research activities and research publications in electronic form
- a web page dedicated to the Georgian Administrative Code Monitoring Project, an initiative of PSI Center for the Study of Free Markets, Competition, and Private Enterprise, which aims to build a coalition of Georgian NGOs to advocate for the implementation of this important law
- a web page dedicated to the Georgian Collegiate Consortium, a joint initiative dedicated to reforming higher education in Georgia
- a web page dedicated to the Journal of Georgian Politics, a PSI initiative which aims to electronically publish Georgian public policy research
Along with these four resources PSI is now in the process of developing an extensive World Wide Web Virtual Library about Georgia.
