The LICUS Initiative (Low Income Countries Under Stress) is the World Bank’s response to improving development aid effectiveness in fragile states. LICUS is working with development partners to create an analytic framework and assemble the right tools to help countries in difficult circumstances.

It is based on three pillars:

  • encouraging country teams to innovate and drawing lessons back into institutional practice
  • implementing institutional reforms to support country-level work
  • strengthening two-way linkages between outside research and policy debates and country operations.
