How involved do local people get in international development projects? How do we know if participation is successful and how can success be measured or assessed? An Institute of Development Studies report examines how international NGOs evaluate participation in Ethiopia. The study finds that although NGOs are concerned to redress the balance, local involvement is not easy to assess and few NGOs have done so accurately.
