What problems do humanitarian agencies face when delivering aid to areas controlled by armed opposition movements? Can aid agencies remain politically neutral? How can they help protect civilians? These issues are explored through a detailed case study of a programme, initiated and run by UNICEF in Sudan, carried out by the Relief and Rehabilitation Network of the Overseas Development Institute in the UK. The study draws important lessons for other humanitarian agencies working in similar situations of conflict.
