OECD here seeks to integrate peacebuilding, state building and security issues so as to ensure coherent responses to address the challenges of insecurity, state fragility and conflict. The objective is to support policy makers, operational staff and developing countries by providing them with a greater understanding of how the three areas of engagement link together. It also sets out to provide policy and programming guidance to strengthen effective and legitimate state functions, prevent conflict and promote sustainable peace and security.
